As part of the implementation of a digital transformation programme, our client is looking to strengthen its team within the Application Development and Maintenance (ADM) Division.

Missions

Job description

The Applications Manager will join the team responsible for the development and corrective maintenance of our customer's applications.

The functional scope of this role covers, in particular, the Building Security and Technical Management systems, the EDM solution and the associated interface tools.

He or she will be responsible for several applications and tools, in both functional and technical terms. You will be responsible for the end-to-end management of the applications entrusted to you, from both a technical and functional point of view (application operation, business activity concerned, connection and interoperability, workflows, production plan, SLA level, etc.). He/she works in close and permanent contact with the IT Department's technical teams (management, architecture, infrastructure, network, operational security).

Main tasks

On all the applications and tools within his/her scope, which may be developed by in-house teams or external publishers, deployed OnPrem or in the Cloud:

Managing supplier and contractual relations

  • Ensuring contractual relations with software publishers/integrators and managing exchanges with subcontractors
  • Participating in the drafting of orders, contracts and other public procurement documents
  • Ensuring the performance of services and contractual obligations relating to the application scope
  • Assisting the administrative unit in monitoring and executing the budget relating to the application scope

Regulatory monitoring and compliance

  • Contributing to the security approval process for solutions in line with the chosen architecture (AMSN and PSSI-E)
  • Contributing to the drafting of the technical aspects of the register of personal data processing activities (APDP)
  • Assisting business teams with regulatory monitoring, identifying and tracking regulatory developments

Operations and user support

  • Providing assistance to business users, handling and tracking incident tickets and requests, diagnosing malfunctions or calling in the solution publisher/integrator
  • Provide assistance with the administration and configuration of applications, the creation of processing batches and their scheduling
  • Mobilise the expert teams or knowledgeable people needed to process a request
  • Actively contribute to the industrialisation of recurring operations within the scope of the application

Project management and application upgrades

  • Gathering business requirements, prioritising and costing upgrades, and managing upgrade projects with project teams
  • Receive and validate software components within the application scope
  • Participating in defining the testing strategy for the application scope, and contributing to the drafting of test scenarios
  • Organise UATs with the players in the business departments
  • Actively contribute to the industrialisation of technical tests within the application scope
  • Analysing and retroengineering legacy applications, and ensuring data quality as part of IS modernisation.

Deployment and production

  • Monitor and coordinate the production roll-out of new versions
  • Participate in on-call duty and periodic interventions in HNO for production start-up or patch management.

Documentation and supervision

  • Keeping operating documents up to date
  • Contribute to improving the documentation base for the application perimeter

Possible activities

As part of all projects within the scope of the application:

  • Leading various project meetings and ceremonies (COPRO, COPIL, team meetings, etc.)
  • Decommissioning applications or tools
  • Creation and implementation of new tools

His or her knowledge of software technologies and architectures enables him or her to play an active part in the design phases of upgrades and corrections to the solutions deployed on the customer's IS.

Profile

Qualifications/education required: 3/5 years' higher education - Training in digital and/or IT professions

Length of experience required: 5 years' proven experience in a similar position as applications consultant, applications manager or RUN project manager

Language: professional English required, advanced level preferred

Experience with a major account or large public body is desirable

Know how

Compulsory skills

  • Advanced knowledge of general information system technologies and architectures and N-Tier architectures
  • Knowledge of essential network concepts(IP addressing, flows, DNS / DHCP services, load balancing)
  • Knowledge of sensitive IS platform concepts
  • Proven experience of working with infrastructure teams(virtualisation, architecture, system and network administration, backup, supervision)
  • Drafting and use of technical documents relating to a software platform requirement (scoping, technical specifications, DAT, DCT, DEX)
  • Drafting and use of the RACI matrix
  • Gathering and analysing requirements, drafting specifications, drafting added value in the form of User Stories
  • Mastery of data models and SQL queries(DB2, postgreSQL)
  • Ability to solve IT problems, identify causes, make corrections or propose workarounds
  • Experience of IT project management tools (JIRA, Confluence, Redmine, or equivalent)
  • Fluency in French
  • Good command of office and collaborative IT tools

Desired skills (important asset)

  • Technical and functional knowledge of the EDM/ECM ecosystem. Experience in implementing a document repository and a business interface with the EDM engine via API Rest. Modelling of document structures (records, metadata, indexing, etc.)
  • Technical and functional knowledge of site security and access control solutions
  • Knowledge of hardware architectures and connected peripherals(readers, UTL, antennas, etc.)
  • Proven experience in software development using the Java environment, Springboot framework, and Maven
