Digital Mobility Programme Manager (M/F) – Permanent Contract – Monaco

The Digital Programme Manager leads and coordinates all digital initiatives relating to mobility (B2B, B2B2C, B2C). They ensure the overall coherence of the programme, from defining the strategic vision through to the operational roll-out of services, monitoring progress, chairing committee meetings and reporting.

In this capacity, they coordinate the various divisions (City Life, Data/AI and Digital Twin) and liaise with mobility business leads.

Missions

  • To lead and coordinate all digital mobility initiatives, whether B2B, B2B2C or B2C;
  • Define and drive the strategic roadmap for the digital programme dedicated to mobility;
  • Coordinate with stakeholders;
  • Liaise with business units;
  • Structure mobility data governance to anticipate, manage, inform and develop value-added services;
  • Produce summaries and high-level reporting materials for the Steering Committee and the Strategy Department;
  • Design simplified interface diagrams between the programme’s systems, stakeholders and data flows;
  • Chair steering bodies (technical committees, steering committees) and cross-functional workshops with business units;
  • Draft technical and functional specifications (CCTP) and tender documents for the programme’s contracts;
  • Manage procurement procedures: facilitating tender processes, evaluating bids, and overseeing the administrative and contractual management of service providers;
  • Monitor the programme in accordance with the standards of the Prince’s Government (timeline, cost, quality);
  • Organise reporting and follow-up for committee meetings with government departments;
  • Contribute to defining Mobility as a Service (MaaS) standards: real-time data, data-sharing protocols, ticketing;
  • Proactively propose strategic directions and innovations in digital mobility;
  • Disseminate best practice and help build teams’ expertise on data and mobility issues.

Profile

Qualifications required

Hold a national degree certifying five years of higher education or a qualification recognised as equivalent by a competent authority in the country where it was awarded, in the fields of engineering, computer science, business or project management.

Required experience

  • At least 10 years’ experience in similar roles;
  • Substantial experience (10 years or more) in managing digital projects and/or programmes, ideally involving multiple projects and multiple stakeholders.

Know how

  • Strong ability to synthesise and formalise information, with the production of high-level reports for bodies such as steering committees;
  • Ability to produce simplified interface diagrams (workflows, functional architecture, data exchanges);
  • Strong ability to lead steering groups and cross-functional workshops;
  • Good knowledge of the Principality and its key socio-economic stakeholders;
  • Proven experience in procurement and contracts: drafting technical and functional specifications (CCTP), leading tender processes, evaluating bids, and managing administrative and contractual matters;
  • Understanding of data-related issues and associated use cases;
  • Awareness of information system security and compliance with personal data protection regulations;
  • Fluency in French (reading, writing and speaking);
  • Ability to manage several initiatives simultaneously and to prioritise between competing objectives;
  • Ability to manage relationships with multiple service providers and contract holders;
  • An interest in digital innovation and the ability to keep abreast of developments;
  • Experience in the transport sector or the public sector would be an advantage.

  • Be available and able to cope with a heavy workload;
  • Have a commitment to public service.
