The National Trust Infrastructure (ICN) is the technical and organisational foundation enabling government departments to issue qualified electronic certificates within the meaning of Monegasque regulations.
This project is a key element in the Principality's digital transition, and more specifically for the digital identity of Monegasque citizens and residents, with the aim of European recognition of the probative value of electronic signatures produced using qualified certificates. The ICN is also subject to security approval, which must be maintained over time following qualified PASSI audits .
Initially, the Applications Manager will join the Expertise Centre, which currently has a staff of five. The organisation of the Expertise Division will evolve from 2026 onwards to enable the creation of an ad hoc structure. This will be divided into two divisions: an Operational Division and a Compliance Division, into which the Applications Manager will eventually move.

Governance
As part of the foreseeable increase in the scope of the Compliance Department's activities, the Applications Manager will be involved in managing the Department's resources and internal control. In return, certain tasks within his scope may be transferred to these new resources.
You have a postgraduate degree (Bac+5) in the field of information technology (IT, networks, telecommunications or cybersecurity).
You have at least 5 years' professional experience in the field of information technology (IT, networks, telecommunications or cybersecurity) on similar assignments.
With regard to the duties, candidates' attention is drawn to the constraints associated with the post: possibility of working, on an exceptional basis, non-working hours including weekends and public holidays, participation in the department's on-call duty.
