Our client is a leading authority on information systems security. It is a centre of expertise, response and processing in terms of security and digital attacks for the State and the Operators of Vital Importance (OIV).
INFORCA GROUP is looking for a legal expert to take charge of the end-to-end management of public procurement procedures and to carry out the administrative and contractual follow-up. Secondly, the person recruited must be capable of monitoring standards and regulations in order to participate in the development of Monegasque texts and the transposition of various texts, mainly European.
Managing public procurement procedures in accordance with Sovereign Order 7.264
➢ Participate in defining requirements.
➢ Advise staff on the choice of applicable procedure.
➢ Prepare and draw up administrative documents for consultation files.
➢ Manage exchanges with candidates and tenderers.
➢ Organise tender opening and analysis committees.
➢ Check the legal regularity of applications and tenders.
➢ Participate in the administrative analysis of tenders.
➢ Prepare award decisions and notifications.
Administrative and contractual follow-up
➢ Monitor the administrative performance of contracts.
➢ Check contractual documents and mandatory documents.
➢ Manage amendments and renewals.
➢ Monitor contractual deadlines and performance schedules.
➢ Ensure compliance with the regulatory obligations of contractors.
Monitoring and drafting normative texts
➢ Monitor legislation, regulations and case law.
➢ Monitor developments in national, European and international law in the field of
security of information systems and trust services.
➢ Contribute to the updating of reference frameworks.
➢ Participate in the drafting of bills, sovereign ordinances and decrees.
Legal advice and institutional support
➢ Advise the various departments on the legal aspects of the planned reforms.
➢ Responding to requests for interpretation of texts received.
➢ Assisting with the assessment and qualification of service providers (PASSI, PACS, PSCO).
➢ Participating in monitoring regulatory compliance (OIV, PSSI-E....).
You have a university degree (Bac+5) in the legal field and successful experience in this area.
