Senior Technical and Functional Project Manager – Complex IT Systems / System Deployment – M/F – Permanent Contract – Monaco

The Technical and Functional Project Manager will be responsible for leading, coordinating and ensuring the smooth running of the various stages of the project through to go-live and the transition to operations.

In this capacity, their main responsibilities will be as follows:

• To oversee the go-live of a strategic programme with a strong technical component.
• Ensuring coordination between the functional, application, infrastructure, network, security and operations teams.
• Translate business needs into technical requirements that are understandable and actionable by the project teams.
• Managing integration, interfacing and interoperability work between the various systems.
• Overseeing data flows between the components of the information system.
• Identify technical risks, inconsistencies, dependencies and areas requiring attention.
• Define and manage the technical testing strategy: acceptance testing, integration testing, acceptance criteria.
• Lead the solution approval processes.
• Oversee the deployment and go-live phases.
• Organise the transition to the RUN/operational phase.
• Manage relationships with suppliers and technical partners.
• Produce, structure and validate technical project documentation.

• A master’s degree (or equivalent) in computer science, information systems, engineering or a related field.
• At least 10 years’ experience in managing highly technical IT projects.
• Proven experience in the deployment of complex systems.
• Ability to work in a sensitive, structured and demanding environment.
• Fluency in French is essential.
• Technical English is mandatory.

The ideal candidate will have a strong background in information systems and significant experience in complex technical environments.

Essential skills

• Excellent knowledge of IT architectures and N-tier architectures.
• Proven experience in IS integration, interoperability, interfaces and application workflows.
• Good understanding of infrastructure, network, security and monitoring environments.
• Knowledge of Linux and Windows environments.
• Proficiency in SQL.
• Ability to analyse technical issues, identify causes and propose solutions or workarounds.
• Experience in drafting and utilising technical documents: scoping, technical specifications, architecture documents, operational documents, project documentation.
• Proficiency in project management tools such as Jira, Confluence, Redmine or equivalent.
• Ability to draft structured reports and minutes of meetings.

Desirable skills

The following skills will be considered a real asset:

• Experience in a GIS environment, ideally applied to mobility issues.
• Knowledge of field systems, PLCs or monitoring solutions.
• Ability to analyse application logs and investigate incidents.
• Experience with APIs and interfacing mechanisms.
• Knowledge of deployment tools such as Jenkins.
• Proficiency in SQL scripting.
• Experience in data management or modelling.
• Awareness of IT security and compliance issues.
• Experience working with major clients or public sector organisations.
