Technical Project Manager - permanent contract - Monaco

To implement the Extended Monaco Programme, our client's IT Department is looking to strengthen its project management team.

Missions

Working within the Information Systems Department, the Technical Project Manager manages a portfolio of digital transformation projects with a strong technical focus.

Main tasks

  • To monitor a project from the preliminary design stage through to delivery, via the infrastructure design and deployment stages with the BUILD teams, and ending with the transition to the RUN teams, in compliance with commitments in terms of quality, performance, cost, deadlines and security.
  • Plan the resources to be deployed (human, technical, financial, etc.)
  • Define the requirement, draw up the technical specifications, and write the specifications document
  • Participate in the choice of a solution (software package, development, etc.)
  • Ensuring that the technical solution works properly during the BUILD phase
  • Monitor specific adaptations or integration work
  • Participate in the approval process for the solution implemented, from the strategy phase through to the decision-making process, including risk analysis
  • Coordinating the follow-up of audits when triggered by the certification process
  • Participating in the maintenance of personal data processing registers
  • Define the test plan and take part in the acceptance process
  • Participating in the deployment of the solution and monitoring the delivery of environments
  • Acting as the key contact for DITN entities, business units, integrators and publishers
  • Leading project and steering committees
  • Bringing together all stakeholders, structuring exchanges and guaranteeing the quality of deliverables.

Functional relations with other positions / department(s)

  • This position reports to the Head of the Steering Division, which in turn reports to the IS Department.
  • Working with functional project managers, sponsors and users in the business divisions/departments;
  • Working with all IT Department teams (infrastructure, network, cloud, etc.)
  • Managing and coordinating suppliers and publishers involved in the project

Profile

Required qualifications / Training

3/5 years' higher education

Length of experience required

10 years' experience in managing technical and functional projects in complex environments

Skills

  • Advanced knowledge of general information system technologies and architectures and N-Tier architectures
  • Knowledge of sensitive IS platform concepts
  • Proven experience in the geomatics sector (GIS / Digital Twin) is a plus
  • Rigorously manage projects with a strong technical dimension
  • Manage project schedules and produce regular progress reports
  • Master the technical fundamentals in networking, security, OS, Cloud, etc.
  • Working actively with the infrastructure teams (virtualisation, architecture, system administration, network, backup, supervision) to ensure optimum coordination and efficient management of systems
  • Write technical documents tailored to the needs of software platforms, including scoping, technical specifications, general architecture files (DAG), technical design files (DCT) and operating files (DEX).
  • Proficiency in collaborative tools and project management tools
  • Good knowledge of account federation concepts and solutions
  • Active participation in drafting invitations to tender for public contracts
  • Effective communication with all the players in the IS departments, business lines and external players
  • Fluency in French and professional English required, advanced level preferred

Experience with a major account or large public body is desirable
