Digital Trust Services Technical Project Manager - Monaco

Project Management

• Managing technical projects for the implementation and upgrading of trust services, from the design phase through to production launch.
• Drawing up specifications and technical and functional specifications, in collaboration with in-house teams.
• Defining and planning the stages of the project, the necessary resources, budgets and deadlines.

Team coordination

• Coordinating the editors, partners, technical teams (developers, systems engineers, security experts) and functional teams to ensure the smooth execution of projects.
• Leading project monitoring meetings, drafting minutes and ensuring smooth communication between the various stakeholders (internal and external).

Technical supervision

• Supervising the integration of electronic signature and sealing solutions into existing systems.
• Ensuring the technical compliance of the solutions developed with the security standards and regulations in force in the Principality (e.g. RGSP).
• Participating in the choice of technologies and technical partners, ensuring that they meet the needs of the project.

Risk and Safety Management

• Identifying project-related risks (technical, organisational, regulatory) and implementing action plans to mitigate them.
• Ensuring the security of data and transactions linked to trust services, in collaboration with security experts.

Monitoring and reporting

• Regularly monitoring the progress of projects, managing schedules and budgets, and producing progress reports for management and stakeholders.
• Guaranteeing the quality of deliverables and their compliance with customer or end-user expectations.

Support and Documentation

• Ensuring that projects are documented (processes, technical architectures, user manuals) and regularly updated.
• Participate in the training of internal teams and end-users on the new solutions implemented.

Continuous Improvement

• Analysing feedback and the performance of the solutions implemented in order to propose improvements and optimise the service.
• Setting up performance indicators (KPIs).

Context of work

Occasional visits to the sites of the authorities responsible for distributing electronic signature media.

With a degree in IT, you have 5 to 7 years' experience in technical project management, with significant experience in the field of digital trust services or IT security.

• In-depth knowledge of digital trust services: electronic signature, strong authentication, electronic seals, public key infrastructures (PKI).
• Knowledge of security protocols (TLS, SSL, others), cryptographic mechanisms (symmetrical and asymmetrical encryption) and digital certificates.
• Understanding of digital certificate management and the role of HSMs (Hardware Security Modules) and identity and access management (IAM) tools.
• Mastery of project management methodologies (Agile, Scrum, Waterfall) and associated tools (JIRA, MS Project, etc.).

• Excellent written and oral communication skills, capable of interacting with technical and functional teams.
• Ability to motivate and unite teams around common objectives.
• Strong organisational skills, rigorous management of deadlines and budgets.
• Ability to manage complex, multi-stakeholder projects with stringent regulatory and security constraints.
• A good understanding of information systems security issues and the regulations in force in the Principality and internationally (RGSP, eIDAS, etc.).
• Fluency in written and spoken technical English.
• Good interpersonal skills, excellent oral and written expression.
• Ability to establish and re-establish contact, ability to adapt to increased workloads.
• Dynamic, responsive and proactive, with an appetite for being in the field and operational.
