To implement the Extended Monaco Programme, the Digital Services Department is looking for a project manager to oversee the development and continuity of digital transition projects.

Job description

The Project Manager will work as part of the E-Government Division team on a day-to-day basis to meet the DSN's requirements for the various digital projects that drive the division.

Activities

  • Identifying opportunities for setting up an online service, as well as the needs and expectations of users and civil servants, based on quantitative and qualitative feedback (surveys, studies, workshops, UX approach, etc.);
  • Understand the paper-based procedure in place and the regulations relating to the procedure;
  • Design the solution to be implemented in collaboration with the State's business units (needs analysis, functional specifications);
  • Manage the product roadmap;
  • Monitor the implementation of the solution by integrators and publishers;
  • Work with the publisher of the chosen solution to draw up quotations, contracts or amendments and monitor invoicing;
  • Drawing up design documents and functional specifications;
  • Drawing up the target agent career paths in line with the business lines and the DITN strategy;
  • Manage projects using traditional V or Agile methodologies;
  • Coordinating all phases of the project (from design to production);
  • Defining the project schedule and using it as the main tool for steering and identifying risks;
  • Learn how to configure internal solutions so as to be autonomous in implementing a new online process;
  • Analyse and assimilate procedures, operating methods and regulatory texts;
  • Work with the legal team to draw up contractual documents.
  • Define and monitor success indicators and project constraints (legal, etc.) with the business units;
  • Contribute to the security (certification) and personal data protection processes;
  • Organising and coordinating the acceptance phases with the business units and suppliers (external and/or
  • IT DEPARTMENT);
  • Organising, coordinating and contributing to change management;
  • Ensuring the proper use and adoption of the tools by the business lines;
  • Contributing to the operational launch of new services for users and staff;
  • Organising, leading and reporting on project committees and monitoring projects in accordance with Princely Government standards (deadlines, costs, quality and customer satisfaction);
  • Applying the procedures and document models associated with the DSN;
  • Disseminate best practice;
  • Support and act as "digital expert" advisor to the business lines;

Profile

Required qualifications

Hold a national engineering diploma attesting to five years' higher education or a diploma recognised as equivalent by a competent authority in the country where the diploma was obtained.

Length of experience required

  • At least 10 years' experience in a project management role;
  • At least 2 years' experience in product management.

Know how

  • Results and action-oriented, with a pragmatic approach;
  • Experience in gathering user requirements, user-oriented approach;
  • Experience in writing functional specifications;
  • Experience in configuring solutions;
  • Ability to organise working time;
  • Experience in defining roadmaps;
  • Experience in contract negotiation;

  • Good interpersonal skills in dealing with a variety of contacts, including functional, technical and business end-users;
  • Ability to analyse, model and summarise;
  • Ability to work alone on a project but also as part of a team;
  • Ability to adapt to the technical environment and to interact with IT teams (internal and external);
  • Sensitivity to the security of information systems and respect for personal data;
  • Ability to manage several projects in parallel;
  • Ability to make decisions based on priorities and demonstrate flexibility;

Place of work: Monaco

This position is subject to specific eligibility conditions imposed by the Monegasque government, requiring the candidate to reside in the 06 department. Proof of residence may be requested as part of the recruitment process.

Maximum number of teleworking days authorised per week: 2
